Pembina's West Coast HOA Definitives Are Due This Month. October 1 Is the Next Clock
Pembina's July 2 heads of agreement contemplates definitive agreements targeted for September 2026 on the proposed West Coast crude pipeline. Pembina would hold 10 percent at construction with up to another 10 percent at commercial operation. Chief legal officer Sarah Schwann cited an October 1 Building Canada Act designation milestone.
