Pembina's West Coast HOA Points at September Definitives. FID Is Still Later

Pembina Pipeline (TSX: PPL, NYSE: PBA) said July 2 it entered a non-binding heads of agreement with the Government of Canada, the Province of Alberta, Trans Mountain Corporation, and the Alberta Petroleum and Marketing Commission to participate in a proposed nation-building crude oil corridor from Alberta to Canada's West Coast. The release described about one million barrels a day of capacity. Pembina's role is development and execution support alongside Trans Mountain as lead proponent, not a replacement operator.

Under the HOA framework, the project would sit in a development company owned by Ottawa, Alberta, and Pembina, with room for Indigenous partners to acquire interest at commercial operations. Pembina's economic interest would start at 10 percent, with an option for up to another 10 percent once the project is in commercial service. Pembina said it is reviewing plans and capital estimates and that signing definitive agreements is targeted for September 2026. Participation stays subject to conditions. Pembina emphasized no at-risk development capital before a final investment decision.

Federal notice in the Canada Gazette in August opened comment on listing the corridor as a project of national interest, with a September 18 comment deadline cited in trade coverage. That is policy runway, not a construction start.
