The permit is bigger. First cargo is still two winters out
The B.C. Environmental Assessment Office amended Cedar LNG's environmental assessment certificate on July 10. Liquefaction capacity moved from 400 to 500 million standard cubic feet per day of feedgas, about 3.0 million tonnes a year of LNG to about 3.75 million. The amendment also allows up to 80 workers to live on the floating facility.
Cedar LNG Partners is a Haisla Nation-led partnership with Pembina Pipeline Corporation (TSX: PPL, NYSE: PBA). The floating plant sits on Haisla land near Kitimat and is meant to run on BC Hydro power. In-service is still targeted for late 2028. The FLNG hull is under construction at Samsung Heavy Industries in Geoje, South Korea, and was more than half complete in the spring update.
Pembina has already remarketed its 1.5 million tonnes of Cedar capacity to PETRONAS and Ovintiv. ARC Resources holds the other 1.5 million under a take-or-pay liquefaction deal. Extra certificate tonnes are not the same as extra contracted tonnes. Carrier calls stay inside the previously approved 50 ships a year, the EAO said.
LNG Canada Phase 1 is already loading from Kitimat. Woodfibre, with Enbridge as a 30 percent owner, is the next plant in line, targeting completion in late 2027. Cedar is the third export name on that slate, not a 2026 cargo story.

Write this as a permit step in a construction year, not as Canada doubling exports this winter. Watch whether Pembina sells the extra 0.75 million tonnes and whether the hull actually sails in 2028.
