September is paperwork month, not pipe in the ground

Pembina Pipeline Corporation (TSX: PPL, NYSE: PBA) said July 2 it entered a non-binding heads of agreement with the Government of Canada, Alberta, Trans Mountain Corporation, and the Alberta Petroleum Marketing Commission on a proposed West Coast crude pipeline and related export terminal. Definitive agreements are targeted for September 2026.

Under the framework, Pembina would take a 10 percent interest during construction of the project, with an opportunity for up to another 10 percent once the system enters commercial operation. Trans Mountain Corporation remains the lead proponent for regulatory work and execution. Pembina's role is described as bringing independent cost, schedule, and execution review alongside TMC's team.

On Pembina's second-quarter call, chief legal officer Sarah Schwann said the first forward milestone is targeting October 1 designation under the Building Canada Act. That is a federal process marker, not a final investment decision. Pembina also said Cedar LNG remains on track for first exports in late 2028.

Estimated project cost in public reporting has ranged from about $35 billion to $44 billion, with most of the capital outside Pembina's direct balance sheet at the 10 percent stake.
